Haiti is facing a security crisis, with gangs controlling 90% of the capital Port-au-Prince. The government has announced it is sending 400 police officers to Brazil for training, part of a plan to train 700 officers and soldiers. In recent months, gang violence has killed more than 4,800 people and displaced 1.3 million. The government is trying to help those affected by distributing funds.
