Prime Minister Mark Carney and his counterpart from Alberta, Danielle Smith, have signed a memorandum of understanding (MOU) to facilitate the construction of a pipeline to transport bitumen from Alberta to British Columbia. This document establishes policy directions, but it is not a final decision. A recent survey shows that, although 60% of Canadians support the project, the support is fragmented, and Indigenous communities remain skeptical.


The MOU also introduces exceptions to environmental legislation, which has generated controversy, including the resignation of Minister Steven Guilbeault, who criticized the relaxation of environmental protections. Indigenous communities, essential for the project's success, have not been adequately consulted, and their leaders reject the idea of negotiating a moratorium on oil drilling. Thus, the MOU remains a political statement, lacking solid support from the private sector or the affected communities.
