The MOU also introduces exceptions to environmental legislation, which has generated controversy, including the resignation of Minister Steven Guilbeault, who criticized the relaxation of environmental protections. Indigenous communities, essential for the project's success, have not been adequately consulted, and their leaders reject the idea of negotiating a moratorium on oil drilling. Thus, the MOU remains a political statement, lacking solid support from the private sector or the affected communities.
