A study conducted by a higher education institution highlighted that Romanian insured individuals pay out of their own pockets 30% of the expenses for health services, a situation much more serious compared to other European countries. The President of the National Health Insurance House (CNAS), Horațiu Moldovan, stated that this percentage is unacceptable and is not found in the health systems of civilized countries.
Although in other countries patients contribute to the costs of medical services, the percentage is much lower, due to the existence of complementary insurance, both state and private. Moldovan proposed the introduction of tax incentives for complementary health insurance, to encourage both employers and employees to invest in these insurances.
