Horațiu Moldovan, the president of CNAS, stated that Romania needs complementary health insurance, acknowledging that the public system cannot cover all modern medical needs. He emphasized that 30% of health expenses are directly borne by patients, and these costs could be covered by private insurers. Moldovan mentioned that there is a legal framework for complementary insurance, according to Law 95/2006. He also discussed the efficiency measures in the health system, including increasing the value of the point per medical service in outpatient care, which will reach 8 lei by 2027.
