Patients with chronic illnesses and disabilities in Romania are concerned about the recent reform adopted by the Government, which redefines the criteria for classifying disability levels. This, under the pretext of aligning with international standards, risks excluding thousands of people from financial support and free treatments. Criticisms focus on the fact that the new Order 2300/1457/2025 maintains a strictly medical vision, ignoring the biopsychosocial model, which would analyze the impact of illness on daily life.
Patients accuse that the reform is merely a statistical cosmetic change, which will artificially reduce the number of people with disabilities and generate budget savings at the expense of the most vulnerable. Additionally, the lack of a regulatory framework for the integration of people with disabilities into the community and the disregard for international standards raise questions about the respect for human rights.
