The Ministry of Health is putting rules for alternative medicine, from homeopathy to medical astrology, out for consultation

On Friday, the Health Ministry put out for public consultation a draft order proposing methodological rules for implementing Law No. 118/2007 on the organization and operation of alternative medicine activities and practices. The document covers a range of practices, from homeopathy to medical astrology, Feng Shui, holographic therapy, T.BI GU and light treatments.

The draft establishes rules for authorizing practitioners, operating practices, professional training, and recording and monitoring activities. It also sets out obligations concerning informing beneficiaries, informed consent, data protection and compliance with the limits of professional competence.

The Ministry notes that administrative regulation does not constitute medical or scientific validation of the efficacy of these practices. At the first stage, the rules focus on the use of authorized homeopathic medicines, food supplements and medical devices, in compliance with specific legislation.

Practitioners will not be allowed to guarantee therapeutic results or recommend discontinuing or replacing treatments prescribed by doctors. The draft was also drawn up following a decision by the High Court of Cassation and Justice of March 6, 2025, which required the Ministry to adopt the rules stipulated by law.

Following the consultations, the Ministry announced that it is also preparing amendments to Law No. 118/2007. The draft order can be consulted on the institution’s website, under the “Decision-Making Transparency” section.
