The Ministry of Health is proposing to change the procedure under which subordinate hospitals manage routine amendments to staff rosters. According to an instruction sent to healthcare units, their management could directly approve certain changes, in compliance with the law, without having to request an individual order or approval from the ministry for each situation.

The document is not yet in force. Hospitals have ten days to submit comments and proposals, after which the Ministry of Health will establish the final version.

The procedure also covers situations in which an employee obtains a higher qualification. Thus, a nurse with secondary education who completes higher education could be appointed to the position corresponding to their new training through a decision taken at hospital level, provided that the legal conditions regarding filling the position, promotion and pay are met.

Health Minister Cseke Attila said that the ministry should not have to approve every individual change in staff appointments. The measure is also justified by the volume of documents processed: in 2025, 790 documents in this category were issued, including 740 orders concerning amendments to staff rosters.

However, the new procedure will not allow additional positions to be created without approval. The ministry will continue to establish staffing schedules, organizational charts and organizational structures. Staffing standards, the maximum number of positions and budgetary limits will remain mandatory. The management of the units will be responsible for promotions, salary entitlements and personnel management.
