Acting Health Minister Cseke Attila said an urgent budget revision is needed after the ministry exhausted all legal mechanisms and available funds for financing institutions under its authority. He said the remaining money can no longer be redistributed between budget chapters, and such a measure can be adopted only by a government with a full mandate.
To ensure the continuity of operations in November, the Ministry of Health needs 227 million lei. Of this amount, 102 million lei is earmarked for salary entitlements at emergency departments, 44 million for material expenses and medicines, 25 million for ambulance services, and 56 million for the national HIV/AIDS program.
The additional funding needed through the end of the year amounts to nearly 800 million lei. Another 550–560 million lei is estimated for December, but the minister stressed that financing for November is the immediate priority.
The situation is complicated by the fact that Romania has an acting government with limited powers, which cannot adopt the budget revision by emergency ordinance. Prime Minister-designate Luca Niculescu identified the budget revision and preparation of the 2027 budget as priorities if his government is invested.
