Context: Rogobete previously initiated inspections and programs to discipline hospitals and reduce systemic problems
Before the draft ordinance, Health Minister Alexandru Rogobete ordered extensive inspections in hospitals after he anonymously tried to obtain a neurology appointment for “his grandmother”, while the checks focused on appointments, timekeeping records, and the operation of specialist outpatient clinics, including at Colentina Hospital. He also drew attention to the rules in intensive care, warning that employees may not wear false nails or jewelry, under penalty of being barred from continuing their work in the public system.
At the same time, Rogobete announced the launch of a national program to reduce healthcare-associated infections, with direct funding for healthcare facilities and purchases of disinfectants, sterilization equipment, and protective equipment, a project developed through discussions with specialists. In parallel, he announced changes to the ministry’s committees for the recognition and equivalence of medical qualifications following reports of delays and administrative deadlocks.
In addition, the minister announced audits of the competitions organized at the county health insurance houses and criticized the funding of hospitals based on activity, arguing that assessment should be linked to medical outcomes, access, and patient safety, not merely to bed occupancy.
