Seven people have been convicted in France in a fraud case involving 1.13 million euros related to the MaPrimeRénov' program, the French support scheme for energy renovations partially funded by the Recovery and Resilience Facility. The correctional court in Paris imposed prison sentences of up to three years, fines ranging from 10,000 to 400,000 euros, the reimbursement of illegally obtained amounts to the National Housing Agency, and the confiscation of assets worth approximately 595,000 euros.


The European Public Prosecutor's Office announced the conviction of seven individuals in France in a fraud case involving 1.13 million euros related to the MaPrimeRénov' program, the French support scheme for energy renovations of homes. The program is partially funded by the European Union through the Recovery and Resilience Facility, and the investigation was conducted by the European Public Prosecutor's Office in Paris.

The correctional court in Paris found the seven defendants guilty of fraud committed in an organized manner to illegally obtain public funds. The sentences imposed reach up to three years in prison, with two years suspended in some cases, and the fines range from 10,000 to 400,000 euros.


The court also ordered the joint liability of the convicted individuals to reimburse the illegally obtained amounts, totaling approximately 1.13 million euros, to the National Housing Agency. The seized assets during the investigation, valued at approximately 595,000 euros, have been confiscated.


The fraud was committed in the Grand Est region, between August 1, 2022, and June 9, 2023. According to the European Public Prosecutor's Office, several company administrators and sales agents participated in a large-scale system through which fraudulent subsidy applications were submitted to the National Housing Agency for conducting energy audits.


The investigation showed that the files contained falsified documents. The audits were either not conducted or were carried out under irregular conditions by sales agents without the necessary qualifications.


MaPrimeRénov' is a program of the French government that provides financial support for energy efficiency renovations in residential buildings. The scheme is partially funded by the Recovery and Resilience Facility, the European instrument created to support reforms and investments after the crisis caused by the COVID-19 pandemic.


The decision was pronounced on June 8, 2026, and can be appealed. The European Public Prosecutor's Office states that all individuals involved benefit from the presumption of innocence until guilt is established by a final decision of the competent French courts.
