The European Commission says that Cyprus is technically ready to join the Schengen area.

Cyprus is technically prepared to join the Schengen area, according to the report adopted by the European Commission on July 14, 2026. The assessment was carried out after a monitoring mission conducted in December 2025 and received a favorable opinion from the member states gathered in the Schengen Committee.

In short, the European Commission gave a positive assessment of Cyprus's technical preparation for applying Schengen rules. The verification analyzed whether the authorities and systems of the country can meet the common standards regarding borders, security, police cooperation, and information exchange. The report was adopted by the Commission after the member states in the Schengen Committee issued a positive opinion on June 26, 2026. The document is based on the monitoring activities carried out in Cyprus in December 2025. A positive assessment does not mean that Cyprus automatically enters Schengen. The Commission verifies technical preparation, while the Council, in which the governments of the member states are represented, decides when and under what conditions accession can take place. The report has already been sent to the European Parliament and the Council and will be formally presented to the ministers in September. Member states will then be able to analyze the assessment and the next political and legal steps. Full accession would mean Cyprus's participation in the common Schengen framework and the application of common rules regarding controls at external borders, cooperation in security matters, and circulation within the area without controls at internal borders.

The confirmation was made in the daily briefing of the European Commission on July 15, 2026, after a journalist asked whether the assessment of Cyprus's preparation had been completed and sent to the member states.

The spokesperson for the Commission said that the institution had adopted the Schengen report for the period 2025–2026 a day earlier and that the document provides a positive assessment of the state of Cyprus's technical preparation.

The report is based on the Schengen monitoring activity carried out in December 2025. These assessments check whether a state can practically apply the common rules and whether the institutions, personnel, infrastructure, and information systems are ready to operate within the Schengen framework.

The technical assessment can cover the management of external borders, police cooperation, data protection, visa policy, and the use of European databases. The briefing statement did not separately present the results for each area but confirmed the overall positive conclusion.

The member states gathered in the Schengen Committee issued a favorable opinion on the report on June 26. This stage shows that the technical assessment has been analyzed and accepted within the monitoring mechanism, without replacing the political decision on accession.

The Commission has already sent the document to the European Parliament and the Council. The formal presentation in the Council is scheduled for September, when ministers and representatives of the member states will be able to discuss the assessment and the next steps.

"The report provides a positive assessment of the state of Cyprus's technical preparation," said the spokesperson for the Commission in the briefing on July 15.

He specified that the decision regarding the timing and manner in which Cyprus will enter the Schengen area belongs to the Council. The Commission can assess the fulfillment of the requirements and can support the Cypriot authorities, but it cannot decide on accession alone.

The Schengen area allows for circulation without systematic checks at the internal borders between participating states. In return, members must apply common rules at external borders and cooperate in the fields of visas, security, and information exchange.

For Cyprus, accession would involve full integration into this common system. The country has been a member of the European Union since 2004 but does not yet fully participate in the Schengen area.

The positive assessment shows that the technical obstacle is considered overcome from the Commission's perspective. The process, however, remains open until the member states take the necessary formal decision.

The Commission stated that it will continue to support Cyprus in meeting all relevant requirements and standards. This support may include technical assistance, monitoring the implementation of recommendations, and cooperation regarding information systems and border procedures.

Accession may also require operational measures before the removal of controls, such as full connection to the Schengen systems, preparation of the authorities, and establishing the date for the application of the decision.

The spokesperson stated that Cyprus's full integration would strengthen the common framework of rules, standards, and responsibilities on which Schengen cooperation is based.

The Commission did not indicate a possible date for accession in the briefing nor anticipated the outcome of discussions among member states. The next clear step is the presentation of the report in the Council in September.
