Brussels, November 17, 2025 - An official delegation of the European Parliament, led by the chair of the ENVI committee, Lídia Pereira (EPP, PT), and by vice-chair Mohammed Chahim (S&D, NL), has arrived in Belém, Brazil, to participate in the final phase of the UN climate change conference (COP30). The delegation will advocate for the Parliament's position, adopted in October, calling for accelerated actions to maintain the 1.5°C target and establish a clear timeline for phasing out fossil fuels.
The delegation, present in Belém from November 17 to 21, will hold meetings with ministers, parliamentarians from other countries, representatives of civil society, and leaders of international organizations.
Lídia Pereira, the head of the delegation, described the summit as "a moment of truth for all of us." She emphasized that Europe must lead with ambition and courage, proving that "growth and decarbonization can go hand in hand." Pereira called for "practical measures" to strengthen Europe's global leadership, from adopting the target for 2035 to the gradual phase-out of fossil fuels.
The vice-chair of the delegation, Mohammed Chahim, was even more direct, stating that COP30, which marks ten years since the Paris Agreement, "demands real action, not just words." He highlighted that the objectives are interconnected and "non-negotiable" for maintaining the 1.5°C target. He called for the completion of a new ambitious climate finance target (NCQG) based on the principle of "the polluter pays," the full operationalization of the global goal on adaptation (GGA), and, most importantly, clear agreements with precise deadlines for the gradual phase-out of all fossil fuels. Chahim also insisted on prioritizing nature and halting deforestation, as a tribute to the host country, Brazil.
A joint press conference of the EP delegation with the Climate Commissioner, Wopke Hoekstra, is scheduled for Wednesday, November 19. The Parliament will also host two side events, one on EU climate policy after 2030 and another on increasing collective climate ambition.
