The interim Minister of Investments and European Projects, Dragoș Pîslaru, raised an alarm before the final vote in the Senate, stating that the amendments made to the legislation regarding the decarbonization of the energy sector could block the submission of payment requests from the PNRR and could lead to losses of billions of euros from European funds. Pîslaru emphasized that the changes could lead the European Commission to consider that Romania has reverted on a reform already fulfilled, which would attract financial penalties.


He explained that Milestone 114, which includes the decarbonization legislation, has already been considered fulfilled by the Commission, and retroactive changes would violate the principle of irreversibility of reforms. These actions could block not only payment requests but also the evaluations of rating agencies, affecting Romania's credibility and the financing of public investments. Pîslaru made an appeal for responsibility to prevent the adoption of these amendments.
