An AUR bill is set to be voted on in the Chamber of Deputies and provides for fines for officials who refuse to kiss the flag

A bill initiated by AUR and signed by lawmakers from several parties has been placed on the agenda of the Chamber of Deputies’ plenary session on September 8 and 9, 2026, although the reporting committees have not yet drawn up a report. The proposal would proclaim June 26 as Romania’s National Flag Day and introduce controversial obligations and sanctions.

The bill was submitted to Parliament in September 2023 and was adopted by the Senate on June 26, 2023, by expiry of the adoption deadline, without a plenary debate. In the Chamber of Deputies, the Legal Committee issued a favorable opinion in 2025, while the Education Committee issued a negative opinion. The Administration and Defense committees, which are responsible for the report, have not finalized the document.

According to the initiative, public and private media institutions would have to allocate at least 30 minutes of airtime to this day. Ceremonies dedicated to the occasion would be organized in schools, military units, embassies and consulates. In Bucharest and in county-seat municipalities, a “Tricolor Square” would have to be established within no more than 45 days of the law’s promulgation.

The bill provides for fines of up to 30,000 lei for local authorities that fail to establish the square, between 5,000 and 10,000 lei for officials who refuse to kiss the flag, and between 10,000 and 20,000 lei for media institutions that fail to comply with the airtime requirement. The refusal of an authority representative to participate in the ceremony could be sanctioned under criminal law. The initiative has not yet been adopted by the Chamber of Deputies.
