The Minister of Education, Daniel David, stated that recent fiscal-budgetary measures have had a significant impact on students, especially on the scholarship fund, which will be smaller in 2023 compared to the following years. Although an increase in the scholarship fund is expected in 2026, this does not compensate for the current decrease, caused by the implementation of Law 141/2025, which reduces the fund by approximately 40%. David emphasizes the need to rebuild the scholarship fund and introduce modern mechanisms to support students, using European funds. Prime Minister Ilie Bolojan justified the reduction of the fund by the high costs of scholarships, mentioning that the state allocates one billion euros annually for them. ANOSR criticized the legislative changes, highlighting that they will lead to a decrease in the number of beneficiaries and the total available fund.
