The merit scholarship will be offered only to students with an average above 9, and will be limited to a maximum of 15% of each class, according to the Education Minister's announcement. This decision comes against the backdrop of the National Assessment, in which secondary school averages no longer count for admission to high school, but only as a criterion for selection. Social scholarships will also remain available, but most of the current scholarships will be abolished, given the financial impact on the budget.
