The EBU is concerned about the government's intention to increase VAT on books, pointing out that 95% of Romanians over 18 do not buy books every year. The Union calls for VAT to be abolished to stimulate reading and proposes vouchers for students. The EBU also stresses the need to update the stock of books in libraries and to subsidize transport for the delivery of books. An increase in VAT would lead to price hikes and a drastic drop in sales, worsening the problem of functional illiteracy in Romania.
