The Minister of Investments, Dragoș Pîslaru, stated that the National Recovery and Resilience Plan (PNRR) is in a "clinical death" state at the start of his mandate in June 2025, with low confidence from the European Commission.

Pîslaru emphasized that, following renegotiations, he managed to save the entire grant amount of 13.57 billion euros, reducing the number of milestones and targets from 518 to 385 to increase the efficiency and realism of the plan.

He eliminated unrealistic projects and focused on mature investments, with real chances of completion by August 2026.

He also mentioned that Romania needs to absorb almost 11 billion euros in the next six months, adhering to the schedule established with the European Commission.
