The National Agency for Payments and Social Inspection reported that, between January and September 2025, an average monthly number of 152,052 parents benefited from the child-raising allowance (ICC), with total payments of approximately 4.9 billion lei. The allowance, regulated by Emergency Ordinance no. 111/2010, is granted to parents who suspend their professional activity to take care of the child, having a value of 85% of the average net income earned in the last 12 months, ranging between 1,651 lei and 8,500 lei per month.

In September 2025, Bucharest had the most beneficiaries, with 18,244 applications, followed by the counties of Cluj and Timiș. In contrast, the counties with the fewest applications were Tulcea, Mehedinți, and Covasna, each having fewer than 1,300 beneficiaries. The allowance is granted based on a file submitted to the local municipality, and payments are made monthly by the territorial agencies. Parents who return to work before the term can request an insertion incentive of 1,500 lei per month.
