Lukoil, the most active Russian energy company internationally, is seeking a buyer for its international businesses, valued at approximately 22 billion dollars, after the Trump administration imposed individual sanctions against it in October last year. This is the sixth extension of the deadline, and the terms of the transaction stipulate that Lukoil cannot receive advances, and the money will be placed in a blocked account under U.S. jurisdiction, with final approval from the Treasury Department. Previous bidders included Gunvor, Carlyle Group, and a consortium made up of Chevron and Quantum Capital Group, but without success. There are also discussions about restarting the Petrotel refinery in Romania, after the Romanian government obtained a waiver from U.S. sanctions. The 45-day deadline for restarting the refinery expires today, but no progress has been announced in this regard.
