On Sunday, the day of the elections for the Capital City Hall, several polling stations in Bucharest recorded an extremely low turnout, with 17 polling stations in Sector 3 having a participation rate below 1%. The most affected stations had turnouts as low as 0.2%, with only a few dozen voters. These "ghost polling stations" raise questions about the phenomenon of Moldovan citizens obtaining floating visas, which could explain the lack of participation. Although there are thousands of voters on the electoral rolls, the reality of turnout at the polls is drastically different.

There are suspicions that floating visas are being sold, and a bill from 2017 was initiated to combat this practice. Sociologist Vladimir Ionaș mentioned that if turnout remains low, the ranking of the elections will not change significantly, emphasizing the importance of each vote.
