The Ministry of Digitalization warned the Chamber of Deputies that the adoption of laws regarding digital adulthood and the protection of minors against harmful content could lead to the opening of an infringement procedure by the European Commission. The PL-x no. 385/2025 project imposes additional obligations on online platforms, such as implementing a mechanism for verifying users' ages, and defines harmful content in strict terms, including violence, pornography, and illegal behaviors. Platforms that do not comply with these regulations risk fines between 0.5% and 3% of their annual global turnover.
Additionally, the PL-x no. 356/2025 project, which regulates minors' access to online services with parental consent, has been criticized for introducing additional obligations for intermediary service providers. The Ministry emphasizes that these laws must be notified in accordance with Directive (EU) 2015/1535, and their adoption without following the notification procedure would render them unenforceable and could attract sanctions from the European Union. Criticism has also come from organizations such as APTI and Google Romania, which emphasize that the regulations could impose excessive online identification for users.
