The national social program aimed at supporting infertile couples and single individuals is addressed to women aged between 20 and 45, diagnosed with conditions that prevent natural reproduction. It offers a non-taxable financial aid, consisting of two electronic vouchers: one of 5,000 lei for medications and another of 10,000 lei for medical procedures. The program, run by the Ministry of Labor, is funded from the state budget, without a limit on beneficiaries, but with restrictions regarding simultaneous applications to other support programs.

Romania is facing a decline in birth rates, with a fertility rate of 1.54 children per woman, below the replacement threshold. The demographic decline is exacerbated by forced labor migration, which affects the population structure. Compared to other European countries, Romania has a birth rate of 8.4 live births per 1,000 inhabitants, and measures similar to those in France, Hungary, and Bulgaria are needed to support fertility and combat the demographic crisis. The implementation of this program is essential to meet the needs of infertile couples and to stabilize the population in the long term.
