The Director of the Water Management System (SGA) Bihor, Dorel Dume, former deputy of the Romanian Waters Administration and later director of ABA Crișuri, has been sent to trial by the DNA for abuse of office, alongside Valerica Anichitoaie, the head of the Financial Service of ABA Crișuri, accused of complicity.
Dorel Dume allegedly controlled four intermediary companies, through which the institutions he led purchased goods and services at inflated prices, thus pocketing the price difference.
The total damage caused to the Romanian Waters Administration and ABA Crișuri is estimated at 1,171,459 lei.
Prosecutors detailed a complex fraud mechanism, in which Dume influenced public procurement, circumventing legal procedures and favoring the intermediary companies.
The National Administration Romanian Waters (A.N.A.R.) and A.B.A. Crișuri have constituted civil parties in the process, and Dume's assets have been placed under precautionary seizure. The case has been sent to the Bihor Tribunal for trial.
