The National Forest Administration – Romsilva carried out, in 2025, 371 negotiation procedures without prior publication, maintaining the second place at the national level, with a total value of 28.25 million lei. Although the number of these has decreased significantly compared to previous years (860 in 2024 and 1,324 in 2023), 82.75% of the procedures were justified by 'extreme urgency'.
The president of ANAP, Raluca Rogoz, emphasized the need for careful monitoring of these procedures, which represent an exception to the standard procurement rules. The analysis showed that most procedures refer to forestry exploitation services, and 94.61% are classified in CPV division 77. The geographical distribution of the procedures indicates a concentration in Bucharest (215 procedures) and Suceava (106 procedures).
ANAP will continue to monitor the use of these procedures to identify potential risks and trends in the national public procurement system. The report has been sent to the Ministry of Environment and other competent institutions for analysis.
