The state company Romgaz, one of the main gas producers in Romania, has initiated legal action against the European Commission at the Court of Justice of the European Union. It challenges the regulation that requires oil and gas producers in the EU to ensure a CO2 storage capacity of 50 million tons/year by 2030, with a quota of 4.12 million tons/year for Romgaz. The company argues that these obligations are disproportionate, considering that Romania contributes only 3% to CO2 emissions in the EU's manufacturing sector.

Romgaz argues that the regulations impose significant investments without guarantees for cost recovery and that they could lead to increased prices for consumers. Additionally, the company highlights the economic, technical, and environmental risks associated with CO2 storage in onshore reservoirs. Although Romgaz takes responsibility regarding decarbonization, it will not participate in projects that violate market rules or involve major risks. This is the first time Romgaz has taken such legal action, emphasizing the importance of a prior impact analysis for the imposed regulations.
