Romania is in talks with the U.S. International Development Finance Corporation (DFC) to establish a Romanian-American investment fund, Finance Minister Alexandru Nazare announced Thursday after a meeting with the institution’s representatives in New York. President Nicușor Dan also took part in the discussions.
The development is that the negotiations have moved beyond exploratory contacts and reached the analysis of concrete projects, financing structures and technical mechanisms. The fund would bring together the Development and Investment Bank, private American capital and other sources of financing.
The investments would target strategic areas for Romania, such as energy, digital infrastructure, critical minerals and other important assets. The minister’s stated objective is to attract a larger volume of American capital and technology, as well as to develop investments and production capacities in Romania.
Dialogue with the current DFC leadership began in October 2025 in Washington, when Nazare met with the institution’s director, Ben Black. Meetings followed in Athens and Dubrovnik, while in August a team of DFC specialists came to Bucharest to identify and assess projects.
The minister has not yet announced the signing of an agreement to establish the fund or the value of the planned investments.
