The shutdown of hot water in several areas of Bucharest is the responsibility of Termoenergetica Bucharest, not of ELCEN, because the breakdown occurred in the district heating network operated by Termoenergetica. ELCEN forcibly shut down CET Progresu because of the breakdown, but said that Bucharest consumers have an exclusive contractual relationship with Termoenergetica.
