A woman has been fined after she was caught begging with a one-month-old baby while it was -5 degrees Celsius outside.

The woman was fined by local police officers and the baby was taken in by the Bistrița Social Welfare Department. Mother and baby, together with three other women, were found begging on a street in Bistrița. The case was reported to the authorities by local police officers, who advise people not to give money or goods to beggars.
