Over 100 expired Romanian driving licenses were found at a landfill in the Republic of Moldova. They were to be turned into toilet paper.

In March 2025, SC Envirotech Consult SRL, a company owned by Sorin Radu, former deputy mayor of the municipality of Vaslui, took over the driving licenses and other documents from the archive of the Prefecture of Vaslui, which were later transported to R. Moldova to be turned into toilet paper. Radu stated that he did not check the contents of the bags, as they contained personal data.


The licenses were discovered on July 11, 2026, at a landfill in the village of Porumbeni, and the case was brought to the attention of the authorities by activists from the National Environmental Guard. The authorities in Romania and R. Moldova have launched a joint investigation to clarify the circumstances.


The General Directorate of Driving Licenses and Registrations (DGPI) confirmed that the documents were valid and had been handed over to an authorized operator, SC Envirotech Consult SRL, which was supposed to handle their destruction. DGPI will cooperate to ensure the proper destruction of the documents and will take legal action based on the conclusions of the investigation.
