Before the announcement regarding the twinning, Ukrainian operator DTEK introduced scheduled power cuts in Kyiv, requested by Ukrenergo to reduce pressure on the grid and prevent emergency shutdowns. The outages began at 3:00 p.m. local time and were expected to continue until the end of the day, while authorities urged the population to reduce and optimize consumption. Attacks on energy infrastructure have been described as constant since February 2022, and Kyiv has expressed concern that the situation from last winter could be repeated, when shelling left thousands of people without electricity and heating.
Bucharest and Kyiv are concluding a twinning agreement to strengthen cooperation between the two capitals and to enable the Romanian municipality to provide humanitarian support to Ukraine ahead of winter. Mayor Ciprian Ciucu announced that Bucharest could donate up to five generators to Kyiv, which are needed in the context of the bombings and power outages.
The steps began in 2022, after Russia’s invasion of Ukraine, when the General Council of Bucharest Municipality approved the initiation of procedures for concluding the agreement. The project was sent to the Ukrainian authorities and then forwarded to the Ministry of Foreign Affairs and the Ministry of Development. The document received favorable opinions from both ministries in August, along with comments and proposals.
Ciucu explained that the twinning also provides legal justification for donations, including before the Court of Accounts. The agreement provides for cooperation in culture, education, infrastructure, investment, sports, tourism, social protection, the environment, and emerging technologies. The two municipalities will be able to carry out joint projects, exchanges of experience, and programs financed from their own or European funds. The document also includes a commitment to mutual support in crisis situations through humanitarian, political, and economic assistance.
