Bucharest and Kyiv are preparing a twinning agreement aimed at strengthening friendship, cooperation and mutual understanding between the two capitals. The document provides for cooperation in areas such as culture, education, art, science, infrastructure, investment, sport, tourism, environmental protection and emerging technologies.

The municipalities will be able to organize exchanges of experience, exhibitions, festivals, workshops and conferences, and will encourage the development of joint economic and social projects. These could be financed from their own funds or through European Union programs.

The agreement also provides for mutual support in crisis situations, including through humanitarian, political and economic assistance. Each party will appoint a coordinator to implement the document, and at the end of each year, the cooperation program for the following year will be established.

The initiative was launched in March 2022, when a decision to this effect was approved. The draft agreement was subsequently sent to the Ukrainian side and submitted for approval to the Ministry of Foreign Affairs and the Ministry of Development. The document received favorable opinions in August, along with comments and proposals from the two ministries.
