The general mayor of the Capital, Ciprian Ciucu, announced on Thursday that a project concerning the twinning of Bucharest with Kyiv will be included on the agenda of next week’s meeting of the General Council of the Municipality of Bucharest. The initiative aims to strengthen cooperation between the two capitals and could enable the provision of concrete aid to the Ukrainian city.

Ciucu stated, at the international conference “Rebuilding Ukraine: Security, Opportunities, Investment,” that Bucharest could support Kyiv with generators or other equipment needed to get through the winter, amid the attacks and difficulties caused by the war. The mayor emphasized that Romania and the Capital have supported Ukrainian refugees since the beginning of the conflict.

The mayor said that he met with the mayor of Kyiv, Vitali Klitschko, and that he intends to continue supporting Ukraine, including during the reconstruction phase. He pointed out that Bucharest, Romania, the European Union and the United States must be prepared to contribute to rebuilding the country after the war ends.

The conference organized by New Strategy Center at Romexpo brings together officials and business representatives for discussions on infrastructure, energy, security, transport, agriculture, reconstruction financing and investment in Ukraine.

Context: Bucharest–Kyiv, an initiative launched in 2022 and endorsed by ministries for a twinning agreement

The twinning project between Bucharest and Kyiv was initiated in March 2022, when the General Council of the Municipality of Bucharest approved a decision to this effect. Subsequently, the document was sent to the Ukrainian authorities and, in August, received favorable endorsements from the Ministry of Foreign Affairs and the Ministry of Development, accompanied by comments and proposals.

The agreement aims to strengthen cooperation through exchanges in areas such as culture, education, art, science, infrastructure, investment, sports, tourism, youth, and social assistance, as well as joint projects and mutual support in crisis situations, including through humanitarian assistance. The document also provides for the appointment of a coordinator by each municipality and the annual establishment of the cooperation program.
