The investigation revealed that undisclosed payments were made by third parties associated with Chelsea to players and unregistered agents. These payments, which were not reported to the regulatory authorities, were deemed to be in the club's benefit and constituted a breach of the obligation to act in good faith towards the league. Chelsea accepted the sanctions and acknowledged the breaches.
