Mark Gitenstein emphasized that the Russians will interpret this withdrawal as a sign of weakness on the part of the United States, which could have negative effects on security in the region. Gitenstein mentioned that the decision will raise concerns not only in Romania but also in other Central and Eastern European countries, such as Poland and the Baltic states.

Critics have also come from the U.S. Congress, where important defense lawmakers have strongly opposed this measure, arguing that it undermines deterrence against Russia. Although the U.S. will maintain a reduced military presence in Romania, Gitenstein believes that the symbolism of the withdrawal sends the wrong message in the context of current tensions.
