The Luca Niculescu Government, made up of technocrats and social democrats, obtained, on Tuesday, the support of the parliamentary majority to be invested, bringing an end to the crisis triggered by the PSD-AUR motion that brought down the Ilie Bolojan Government on May 5.
The Luca Niculescu Government passed with 280 votes “in favor” and 58 “against,” out of a total of 338 votes cast.
What the governing program of the Luca Niculescu cabinet provides
Among the priorities of the new government are, according to Luca Niculescu’s governing program, the budget revision and urgent funding for the healthcare system.
Luca Niculescu said from the Parliament rostrum, during his speech, that his government would be one that brings money and investment into the country, as well as modernizing ANAF and the Customs Authority.
“It will be a government that creates jobs. It will be a government that will contribute to strengthening Europe and that will defend Romanians. And for this, above all, we need a correct understanding of the situation we find ourselves in, because Romania is not only going through a budgetary crisis; it is going through a crisis of its development model. It is a model that has certainly produced important results in the past,” designated Prime Minister Luca Niculescu said in his speech before Parliament, adding that although he cannot promise “the immediate recovery of accumulated losses,” “we have an obligation to protect the most vulnerable and to build the conditions for real incomes to be restored.”
Perhaps the most eagerly awaited measure in the 2026–2028 governing program of the government led by Luca Niculescu, submitted to Parliament on October 15, 2026, is the indexing of pensions starting in 2027, described as “prudent,” with “special attention to low pensions.”
Also, Florin Manole, proposed for the position of Minister of Labor, announced that the CASS applied to the childcare allowance would be eliminated starting at the beginning of 2027. This would follow the identification of funding sources to offset the budgetary impact.
The executive must also manage the payment of salary arrears owed to magistrates, estimated at 13 billion lei, while the healthcare sector needs 227 million lei by the end of the month.
Three failed attempts to install a government since the fall of Ilie Bolojan
Luca Niculescu is the fourth prime minister nominated by Nicușor Dan amid the governmental crisis triggered by the PSD-AUR motion on May 5.
It should be recalled that the Siegfried Mureșan and Adrian Veștea governments fell in Parliament after failing to obtain the 233 votes. The Adrian Veștea Government lost the investiture vote in Parliament after securing 189 votes “in favor” and 23 “against,” while the Siegfried Mureșan Government, supported by PNL-USR-UDMR, received only 182 votes “in favor” and 15 “against”.
The first prime minister designated by President Nicușor Dan, Eugen Tomac, failed to secure the necessary support to rally a coalition behind him and submitted his mandate before the vote in Parliament.
