Prime Minister-designate Luca Niculescu’s government faces an investiture vote in a joint plenary session of Parliament on Tuesday, after the last five proposed ministers have been heard. The session is scheduled to begin at 14:00, and the Executive needs at least 233 votes to be approved.
On Monday, all the ministers who were heard received favorable opinions from the parliamentary committees. On Tuesday, from 9:00 until 12:00, Radu Marinescu (Justice), Alexandru-Mihai Ghigiu (European Projects), Sebastian-Dănuț Neculăescu (Foreign Affairs), Petre Florin Manole (Labor), and Alexandru-Florin Rogobete (Health) are scheduled to be heard. The Cabinet consists of 11 PSD ministers, seven independents, and the prime minister-designate, who is also an independent.
PSD, PNL, and UDMR together hold 239 parliamentary seats, enough for investiture if they all vote in favor. The support of the minorities’ group, some unaffiliated lawmakers, and other parties could raise support to approximately 280–300 votes. AUR and USR have announced that they will vote against, while some PNL lawmakers are contesting the inclusion of PSD ministers.
Among the new government’s priorities are a budget revision and the urgent funding of the healthcare system. The Executive must also manage the payment of outstanding salary arrears owed to magistrates, estimated at 13 billion lei, while the healthcare sector needs 227 million lei by the end of the month. The program for 2026–2028 provides for reforms in the economy, healthcare, education, energy, infrastructure, and administration.
