Luca Niculescu presented in the plenary session of Parliament the main directions of the government program, ahead of the investiture vote. He argued that Romania can no longer afford a prolongation of the political crisis and that the new executive must quickly move to economic and budgetary measures.

Niculescu stated that the government he is proposing will pursue attracting investment, creating jobs, and strengthening Romania’s position in Europe. He said that the consumption-based development model has reached its limits and that the authorities must protect vulnerable people.

Among the announced measures are the indexation of pensions starting in 2027, within the limits of the budgetary trajectory, as well as compliance with commitments regarding deficit reduction. According to Niculescu, the state will first reduce its own spending before asking taxpayers to make additional efforts.

The designated prime minister identified as urgent the budget revision without increasing the deficit, the adoption of the budget, and the full use of PNRR funds.

“We cannot promise the immediate recovery of the losses accumulated, but we have an obligation to protect the most vulnerable. Pensions will be indexed starting in 2027 within the limits of the budgetary trajectory. The government will honor its commitments to reduce deficits, and the state will first reduce its own spending before asking taxpayers for anything extra. Starting tomorrow, we will move directly to urgent matters: a budget revision without increasing the deficit, the adoption of the budget, and closing out the PNRR without losses. The money must reach where it is needed. Without money, neither hospitals, nor roads, nor schools can be built,” Luca Niculescu said in the plenary session of Parliament.
