These accusations come after Russia claimed that Ukraine is planning false flag attacks in Poland and Romania to provoke a conflict with NATO. Russian officials allege that Ukraine would recruit members of militant groups to carry out these attacks, and ISW estimates that Russia could create conditions to justify its own attacks.
