Insufficient communication with American partners fueled suspicions and Washington perceived the explanations offered by Romania as unclear. This admission contradicts earlier claims by his predecessor, Emil Hurezeanu, who cited only technical problems. Țoiu's statement underlines that the perception of democracy in Romania was a key factor in the decision.
