USR President Dominic Fritz warns that any technocratic government led by Prime Minister-designate Luca Niculescu must have a functioning parliamentary majority, including after the investiture vote. Otherwise, the USR leader says, the Executive risks being exposed to public criticism, while its decisions could be blocked or amended by Parliament.
Fritz told Digi24 that a government cannot govern effectively if the parliamentary majority subsequently adopts decisions contrary to its program. He stressed that emergency ordinances ultimately depend on a vote in Parliament and may be amended or rejected.
The USR leader reiterated that his party will not vote for the Luca Niculescu government if it includes PSD ministers or if PSD controls the Executive's political decisions, directly or indirectly. In his view, it is not enough to support the prime minister; the entire government team must be assessed.
Luca Niculescu has not yet announced the composition of the government, but sources cited by Spotmedia say he is considering a mixed team made up of technocrats and political figures. The prime minister-designate announced on Tuesday that he would base his program on the reforms carried out for Romania's accession to the OECD and that he is open to proposals from all parties.
PSD granted Sorin Grindeanu a broad mandate for negotiations with Niculescu. According to the decisions adopted in Sinaia, the party supports either a PSD minority government or a political government built around PSD and other parties. The party's resolution states that PSD will not support a governing formula of which it is not a part.
