Three ministers in the Ciolacu government have signed memos asking for urgent allocations from the Reserve Fund, assuming the awareness of the budget deficit. They justified the need for funds for expenses such as subsidizing the CFR, social allowances and educational projects. More than 50 billion lei was spent in 2024, and the ordinance allowing these allocations was adopted to avoid parliamentary procedures. The Ministry of Finance drew attention to Romania's excessive deficit.
