This is happening especially due to the cessation of American support, which accounted for over half of total aid. Although Europeans initially managed to compensate for this loss, in recent months, their contributions have stagnated. Christoph Trebesch, the leader of the team monitoring aid to Ukraine, emphasized that if this trend continues, 2025 could become the year with the least aid allocations since 2022.
In the first ten months of 2025, Ukraine was allocated 32.5 billion euros, but to reach the levels of 2022, significant additional allocations would be necessary. Additionally, the European Commission is seeking solutions to access blocked Russian assets to finance a loan to Ukraine, but is facing opposition from Belgium.
