The French agency for combating digital interference, Viginum, accused the Israeli company BlackCore of conducting operations to influence electoral processes in various countries, including Scotland, the United States, Angola, and Togo. The report indicates that BlackCore used networks of accounts on social media platforms to amplify political messages and influence public debates during election campaigns.
From January to May 2026, the campaign targeted Scottish First Minister John Swinney and the Scottish National Party (SNP), involving at least 256 accounts that generated approximately 1,400 messages. Although the authors have been identified, the beneficiaries remain unknown.
John Swinney highlighted the threat of disinformation to democracy, calling for increased attention from the British government. The Israeli government stated that it would review the report before deciding on an investigation. The case arises in a context where European states are intensifying efforts to combat information manipulation, especially regarding the upcoming elections in France.
