The US proposes a dialogue mechanism with China on artificial intelligence to promote transparency and prevent risks

The United States has proposed that China create an official mechanism for dialogue and notification regarding artificial intelligence, U.S. Treasury Secretary Scott Bessent announced after a meeting with Chinese Finance Minister Lan Fo’an. The discussions took place against the backdrop of strategic competition between the two powers and concerns related to the military use and security of AI technologies.

Bessent stated that Washington wants the two countries to establish a shared vision of the objectives and threats in the field. He emphasized that greater transparency among the world’s major powers concerning artificial intelligence is essential.

The proposal comes after Donald Trump and Xi Jinping discussed possible consultations on AI development in May. However, the forum has not been officially established so far. Beijing’s response remains unclear: the state agency Xinhua only mentioned that officials discussed artificial intelligence and economic and trade issues.

Topics that could be addressed in future meetings include the use of AI for military purposes, system safety, protection of critical infrastructure, and prevention of cyberattacks. Specialists warn, however, that the low level of trust and China’s accusations that the United States is trying to limit its technological development reduce the prospects for substantial cooperation.

The meeting also addressed trade tariffs, investment, and exchanges of non-strategic products. The two sides agreed to continue the dialogue, but announced no progress regarding critical minerals, Chinese purchases of American agricultural products, or orders for Boeing aircraft.
