A higher regional court in Hamburg on Thursday convicted two men accused of spying on leaders of Germany’s Jewish community and preparing attacks on behalf of the Quds Force, the external operations unit of Iran’s Revolutionary Guards. Ali Hassan Sarwari was sentenced to eight years and six months in prison, while Tawab Mohsini received a sentence of four years and six months. Both sentences can be appealed.

According to evidence presented in court, the two men surveilled people in Berlin including Josef Schuster, president of the Central Council of Jews in Germany, and Volker Beck, president of the German-Israeli Society. Prosecutors argued that Sarwari received instructions from Quds Force agents during several trips to Iran and sought support for Beck’s assassination.

Sarwari was also accused of preparing to set fire to a kosher grocery store in Berlin. Investigators found searches on his phone for Jewish stores, Schuster’s address and photographs of Beck. The two also communicated via Telegram and discussed recruiting someone to carry out the attack. The court examined the defendants’ ties to Iranian intelligence services and their plans for several months.
