Hakan Fidan stated that the recent attacks on oil tankers linked to Russia in the Black Sea are "extremely frightening" and threaten regional security, highlighting the escalation of the war in Ukraine. These attacks, which occurred in Turkey's exclusive economic zone, affect navigation and trade, and Turkey, Romania, and Bulgaria are analyzing measures to enhance security. Fidan discussed these incidents with NATO officials and counterparts in Bulgaria and Romania, emphasizing the importance of free trade flows and securing critical infrastructure.

The attacks have led to increased maritime insurance rates and the suspension of operations of a Turkish company for security reasons. Additionally, Russia has threatened to intensify attacks on Ukrainian facilities and oil tankers in countries supporting Ukraine.
