The tariffs specifically target China and India, the main buyers of Russian energy resources. US officials stress that the measures are designed to penalize countries that collaborate with Russia. Although reactions are mixed, Trump believes US patience has been misinterpreted as weakness. Russia has responded with warnings, but continues attacks on Ukraine.
