U.S. President Donald Trump signed into law on Friday evening legislation introducing new sanctions against Russia over its invasion of Ukraine, with a particular focus on the energy sector. The measure marks the first major action by the U.S. Congress against Moscow since Trump returned to the White House.

The law gives the U.S. president the authority to impose tariffs of up to 100% on the five largest countries importing Russian oil and gas. The countries targeted include China and India, two of Russia’s most important energy buyers.

The new legislative framework introduces, for the first time, sanctions against Russia’s so-called “shadow fleet,” made up of vessels used to transport oil and circumvent international restrictions. The measures also target President Vladimir Putin and other senior officials in Moscow.

The legislation is named after former Republican Senator Lindsey Graham, its main sponsor and a staunch supporter of Ukraine, who died in July. The House of Representatives passed the bill on Thursday, after the Senate approved it in August.

In addition to sanctions against Russia, the law also establishes the framework for extending sanctions against Iran until 2031. The instruments provided for by the act are intended to intensify economic pressure on Moscow and limit revenue from energy exports.
