Tropical Storm Wipha has hit Vietnam's northern coast, bringing heavy rainfall that can cause flooding and landslides. The provinces of Hung Yen and Ninh Binh are under a state of emergency and the authorities have mobilized nearly 350,000 troops to respond. Dozens of flights have been canceled or rescheduled and airport and transportation services have been suspended. Vietnam, with an extensive coastline on the South China Sea, is vulnerable to devastating typhoons such as last year's Typhoon Yagi.
